Missing File(s)?

I am troubleshooting a PC that will only boot in safe mode when trying to boot normally it gives me a black screen ~ how can I find out what file is missing & how would I replace it? could it be an INI file? If so how would I know which one? I woulddo a reformat but I have valuable file on this HD & would rather not ~ your help is greatly appreciated! Thanx
