Missing Icon in control panel.

Using Windows 98 SE, when click on time the Date/time window flashes only. in Contril panel Date/Time Icon is not available. In find can only click on Time/Date, but window does not open. I am able to set time through DOS. Scan reg /restore or scanreg /fix did not work. Need to restore Date/time Icon in Control Panel.
