Missing O/S

Have a Windows ME as O/S and when I turned on my laptop, it’s saying that “Missing Operating System”. The following steps I did to fix; inserted a boot disk and fdisk and create a new partition and set it active and reboot my system, I’m still getting the same error message ” Missing Operating System”. Do I need a restore CD or install the O/S to fix this problem?
