Missing Offline Files tab/page in Tools-

Hi
I installed a Windows 2000 server and I wanted to test the new released SP3 for windows 2K, So soon after the installation & as per MS guidelines -wherein mentioned that SP3 is cumulative of SP1 and SP2, I installed SP3 directly. The SP3 installation was smooth.
Now the problem is that I want to use the offline files i.e I want to cache my other PC’s Network shares data for which I have to enable Offline files option in
Tools -> Folder Options
Well I dont find it and I do not know how to enable it, I checked up the Group Poilicy.. User Configuration -> Administrative templates – Network -> Offline Files and the settings are all set to “not configured”and As per a MS newsgroup posting I set the policy for “Disable User configuration of offline files” to disable i.e I disabled hoping that the Tab or page may show up in folder options but it does not

I tried to un-install SP3 and install SP2 but I am not allowed to install SP2.Is there anything I can do so that the offline Files page gets enabled
