Missing or Corrupt File in Win XP Pro

Unable to start Windows XP Professional due to following error message

“Windows could not start because the following file is missing or corrupt: \windows\system32\config\system.”

I was not able to boot into any the safe mode of the Windows Advanced Options Menu.

It looks like System or System.log file is missing or corrupted.

How can I create boot disk for Win XP Pro? Or what is the best solution to me problem?
