Missing something stupid with GPO

I have attempted for several day to implement a simple display policy on the Domain. I’ve modified the GPO that contains that information in it, confirmed nothing changed, restarted the two computers I’m testing it on and the policy did not take.
In addition, I confirmed the following, not sure if it matters or not, DHCP is working correctly, DNS is receiveing automatic updates, and nothing else look out of place.
