Missing User Tool in Control Panel

My PC at work running w95 has “Users” icon in Control Panel. My PC at home running w95 does not. Why? A technet article says it comes from IE4 or greater. But I installed IE5.5 and still no User tool in Control Panel. TweakUI is not installed. How do I get this function on home PC?
