Modem Country Select

I just insatlled a modem in a win98 machine and it asks me for the Modem Country select with no Countries available in the list. Everytime I boot the computer this Modem country select thing is there. If I try to un-install the modem my computer freezes up. Is this a driver problem?

Please help.
