modem not dialing

I have installed a internal modem in Win 98. When I try to connect, the modem is not dialing. The error says “Error 630, The modem is not responding properly, Please verify the modem is plug into the computer and to the telephone line.”
I have check in Device Manager and the modem is installed with no errors.

Anyone can help?
