modem pooling

i am looking for some software to allow me to simultaneously connect two modems in a windows 98 environment, and send out the pooled bandwidth to me network via either my proxy server (sygate) or another, integrated proxy server. if this is a capability of nt server 4.0, let me know, so i can cross my server over. i am stuck in the sticks, and can not get a higher speed connection than 56k in my home for any less than a second mortgage, so i need to make this work.
