Monitor now crazy

I finally was able to install the CD Rom and decided to upgrade to win 98. After the installation, the monitor went crazy and jumps and is very small with all kinds of lines through it. I cannot get into win even in safe mode to do something about it. Is there any way to get into the settings for the video in Bios?
Or what can I do to change the settings for the monitor?
