Monitor Problems

I am using an ASUS A7V8X mb and an AMD CPU. I had problems with an AGP 4X board – I got a blank screen. I then installed a PCI video card which I previously used in another computer. With the PCI board I got the ASUS logo screen and got into the CMOS/BIOS setup screen. I did a Save & Exit and got the Windows 98 logo screen then the screen went blank and in a few seconds I got a screenful of jumbled red lines like moving horizontal lines and what might be diagonal lines in the middle half of the screen.
