Monitoring Internet

Currently have Win98 workgroup with 8 workstations. One workstation connects to the internet and the rest use Internet Connection Wizard to connect to ISP. I am trying to find a way to monitor Internet usage and block certain sites from all users without having to switch to Win NT or 2000 and using a Proxy Server. Anyone have a solution!!!
