motherboard issue

I have a year old motherboard,(FIC)and a new video card, when I turned the system for the first time there is no signal coming out, I used a 3.0g 800mhz and 1mb cache cpu on it. please let me know if I have to change the board or the cpu, or upgrade the bios if it is posible to do that without any signal?
