motherboard problems?

I have a comp. that is running win xp and now when i try to turn it on, all that comes on is a bunch a bunch of garbled letters on the monitor, i can’t even go into setup. i am wondering can this be the motherboard that has gone bad or the cpu. it is not the monitor, i already checked that. please help!
