Is it possible to build a really good 64-bit computer system for about $200-$250??

What motherboard manufacturer is doing the best right now?? what cpu should i consider getting if i don’t play games, but yet i do a lot of system administrating and do picture and video editing and dvd burning? how long will single core processors be around? what’s the deal with all of these different names of cores, like Venice, palmero? i just am kinda confused about all of this. i know i can build a computer because i have did it before.
