Moving an XP user to new hardware

I have read a lot of different posts concerning User Profiles, but I have yet to find one that explains step by step how to move an XP user’s Profile to new hardware. One would think this would be easy: some utility to just pick up the users Profile in Documents and Settings and move it to a new machine… but no! As the Network Admin, there should be no security issue, except reapplying the user’s own permissions to the new Profile on the new hardware. How about it?
