MS-DOS Problem

My client has a computer running Windows 98SE, and it boots up in MS-DOS mode. It asks me do I want to go to Windows press Y. When I select Y it always re-booted to MS-DOS mode. It never boot to Windows. What I need to do to get rid of such condition (MS-DOS mode)?
