MS Project 98 and use of Fixed Units & S

I am looking for some assistance with MS Project 98. The following scenario applies to my production support schedule.

Scenario:
Monthly tasks are created for tracking production support time by category. When I create the tasks, I use Fixed Units for each resource. I set the Fixed Units to a small value (5 – 10%) because I am not sure how much effort will be required. It varies from month to month depending on the number of issues. During the month, time is recorded against the task for each resource. If more time is spent on the task than planned, the end date is moved out past the end of the month.

To re-adjust the end date back to the end of the month, I increase the Fixed Units for the resource. Any changes to the Fixed Units value has little effect on the planned end date. It appears like the workload for each day is based on the original work and fixed units values and is fixed.
