ms proxy server 2.0 & pop mail

What steps are neccessary to enable outlook or similar e-mail software to access across our LAN through proxy server 2.o running on NT 4.o service pack 6.
All attempts so far have failed to locate the mail server on the internet.

Web browsers are getting out without difficulty.
