MS sites not working with WinXP

I’m helping out a family using XP home edition. I know of one other person with a similar problem XP Pro.

Hotmail and MSN messenger sites timeout.

Windows update displays an ActiveX permissions error.

Browser security was changed to low.
NTFS permissions verified.
Logged in as computer administrator.

Problem persists.
