Multi-user database support

How do I configure my Win 98 client To enable multi-user database use which is on NT server 4.0
because whenever I try to open this Database ,i gate the message that Server/client and multiuser
option are not enabled. Is it On the level of this database or on the level of the network card
because my network is working properly sharing internet connection.
