Multiple Monitors

I have just built a new PC for a user and it is running Windows 98SE. I understand that multiple monitors can be run under this environment. But when I installed the second graphics card and monitor it set the PCI card as the primary card. Is there anyway to set the AGP card as the primary as this is the higher spec of the two?
