MY COMPUTER ICON is Missing

Not only is the Desktop “MY COMPUTER”, icon missing, when I have an option to save something in a program, I can not locate the C:\ Drive.

I can access save as to

Desktop
Network
My User Account

But Not my Local Drive C:\
