‘My Computer’ locks up pc

Our GM has a new Dell desktop with Windows 98. Double clicking on ‘My Computer’ locks up the pc, (intermittently, but often). CTRL/ALT/DEL does nothing. The pc has to be rebooted. We have a small NT network running SBS. He has nothing but standard apps running on his system. Any ideas why this might be happening???
