My computer will not copy to cd-r disk

I have a Gateway with a AMD K7 Processor using Window 98 2nd edition. I have a Liteon cd burner installed that works fine untill I try to drag and drop info to it. You get a error message (There is no disk in the drive. Insert a disk and try again.)I can read and copy from the cd drive but cannot move to it particulary jpeg photos and mp3 music I have on my hard drive.I was able to move pictures to a cd using (nero express 5) but they were in a dvd format. I want to be able to move them to another computer via cd. Note: I have clear out the hard drive on this computer and reinstalled all the software I thought I needed. Am I missing something? PLEASE HELP!!! Thankyou.
