My Network folder is empty. Why?

Altought I’m connected to a network and I did configure network protocols. For some reason my Network and Dialup connection folder is empty. Even when i’m log on as administrator on the local machine. I have to change some information and can’t at this time. Same thing happens when I use the icon in control panel. How could I correct this. Could it be a question of rights. I’m on windows 2000 pro, sp2.
