My Toshiba Satellite will not shut down

My original Toshiba 4005CSD PII/233 CD was stolen and I had to re-install Windows from a regular Windows 98 SE CD. Since then whenever I try to shut down by choosing this option from the start menu it goes through the restart cycle instead. Toshiba’s support will not ship me a replacement CD since I live outside the US.
