Naming information cannot be located bec

When I try to add or modify user in active directory I get the following message.

Naming information cannot be located because:
The server is not operational.
Contact your system administrator to verify that your domain is properly configured and currently online.

Now users can log on to domain so I know it is running and this is the only server on network.
What would be causing this error.
