Need help creating a Public Folder

need help making a public folder on a PDC winnt 4.0 server I want it to be read only for everyone and only the owner of the files to have Full access. I also need to write script so everyone when they log on will have there win98 workstations automatically map to this folder. then after this gets done I have to create one for every department.any help would be appreciated
