Need script to access an URL on the net

I need a line of script that will open the browser and access a target URL on the internet. Everthing I

ve done has just returned the URL of the script on my computer and not the target URL on the net. I know some one out there can figure it out but it has me stumped.

Here is what I beleive should work but no go. This is embedded in a HTML file
