Need to Add Files= to ???

Need to add a Files=250 to WIN2000 startup on a workstation to be able to run an old program. The program (a menu) opens a series of old windows programs based on operator choice. If the choice is a program that opens few files all is well. If the program opens many, the old error message “too many files” appears. Under Win95 and Win98 setting Files=250 in config.sys enabled all programs to be opened. Where do I place this in WIN2000 ?
