Need to reinstall c: WSENDTO.EXC

My base is Windows 95, upgraded to Windows 98. When attempting to send a an email to someone from their webmail I keep getting a message that my computor can not find c:\WSENDTO.EXC file. How do I reinstall this file? Will reinstalling W95 then W98 reinstall this program or will I have to get it from somewhere else? I am not school trained in this matter.
