Net send command in Command Prompt

I was trying to use net send command in Command Prompt from Windows2000 Pro to Windows98 machine, but the message can’t get through! The command I use is (net send 162.351.23.65 “Hello!”) I can use this to send from Windows2000 pro to Windows2000 pro. I would happy to hear if anyone has a advice for me!
