net time command not functioning

I am trying to set my Windows 2000 domain controller to the US Naval Observatory clock by using the “net time /setsntp:192.5.41.209” command in a DOS window. It comes back immediately and says the command completed successfully, but it doesn’t do anything. It doesn’t dial out to the specified address. (In fact, the result is the same no matter what address I use!). Apparently, nothing is executing. Anyone got any ideas why?
