Netbios Problem

I am running win2k advanced server and two 98 pcs.The win2k server and boxes are connected to an 8 port hub.No wins or dhcp.
I have entered static IP address in the 98 as well as win2k systems.I have netbui in all the systems. But in the tcp/ip properties of 98 pcs the check box for enabling netbios is disabled automaticaly.

My problem is ,in the 98 pcs i cant browse network neighborhood.But i can ping the machines find them and map netwok drives as usual.The only problem is i cant browse the network neighborhood.
