Netmeeting versus ????

We live in a small town and have been awarded a small grant for telecommunications. What we would like to do is connect all the Mayors via netmeeting in North Santa Barbara County. What cameras and software would you recommend? And is Netmeeting appropriate? There would be approximately 7 people on at one given time.
