Netscape Dr. Watson error in NT 4.0

When I open Netscape 4.7 in NT 4.0 SP6 I get a Dr. Watson error in “netsc_us.dbg”. I have uninstalled and reinstalled Netscape several times so I am thinking it is an NT file it is conflicting with. I have also reinstalled SP6 several times with no luck.
