Netscape & User Permissions

I have a NT 4.0 domain with both NT 4.0 and Windows 2000 Professional work stations. I have 12 of the Windows 2000 workstations that use Netscape 4.78 to access the internet. I found that I had to give them power user permisions to run Netscape. Is there a way that they can run Netscape without me granting them power user permissions??
