NetWatch error 2461

This error occured upon attempting to disconnect an unwelcome visitor. I successfully disconnected this same visitor in prior visits including within the immediate 2 minutes prior to this attempt. Assuminig this was someone with administrator priviledges, could he/she edit my Netwatch control to prevent me from breaking the connection?
