NetWatch.exe & NT

I’ve used netwatcher in win9x for a long time and like it’s ability to add shares on a remote pc from my desktop, back up that pc, and then unshare the folders again. Since moving to NT 4.0 though, I can no longer access any of the PC’s outside of my workgroup using the netwatch.exe from the resource pack. In win98 I could access any workgroup on the WAN, so I’m wondering if the NT version isn’t able to do remote admin on a 9x machine, or if I might have something misconfigured. (note: I can see and access other workgroups via network neighborhood, just now from within netwatcher).
