network failure or insufficient access

Periodically when troubleshooting dhcp issues in Windows 2000, I will come across an instance where the computer has an ip of 0.0.0.0 and attempts to renew the ip result in an error that reads: Unexpected network failure or insufficient access. Could anybody give me an idea of what could cause this type of issue and how to fix it? Thanks,
