Network Neighborhood empty in windows 98

I recently setup a computer for a user on our network. we are using tcpip over peer-to-peer. all of the setting are exactly the same for this pc as the other pc’s on our network. Example, subnet mask, gateway, dns, ect. the only difference is the identification name and the ip address. This computer can ping other computers and other computers can access it. However, this computer is unable to browse the network. the only choice when entering network neighborhood is to click entire network and you get the error unable to browse the network. Also the computer can even access the internet through the lan. the only thing is it can’t browse the network why? any suggestions?
