Network Neighborhood icon

Hi,
I could not see the network neighborhood icon in the desktop after i installed my ethernet card and file,printer sharing services.I hv also assigned the IP, mask & gateway
I re-installed the OS , but I could not suceed to bring the icon.
Kindly tell me what has to be done.
