network start up disk

Trying to create a network client installation start up disk to for a server based installation of WS 4.0. Have copied files from i386 to a folder C:\clients and shared it. When I specify a path in Network Client Installation Files dialogue box I get this error “path specified does not contain network installation files”. The path I type is C:\clients. What am I doing wrong? Thanks Michael
