Networking hell

I have just moved to this small business nad have helped them purchase a laptop and pc to replace old ones and set them up on the network.
ihave however missed something as i have no access to the other computers like the old ones did. there is a administrator user on the old ones and a passowrd but i cant creata a user by this name and cant find the one that says it still there?
