Neverending Blinking Tool Tips in Win98

Whenever I mouse over an icon on my shortcut bar or hover over a Maximize, Minimize, or Close button I get tool tips that are constantly blinking on and off.

In addition, I have to click once to get rid of the tooltip and quickly again to actually push the item I want. I don’t know how to stop this and it’s getting very frustrating! Does anybody have some type of solution?
