New Athlon 64 X2 system, no power. What should i do next?

When I turn on the power supply (from the back) the mobo LED lights up green indicating it’s receiving power on the board. But when i push the power button (on the case) the PSU makes a “ffft” (really short and not very loud) sound, and nothing turns on like fans, or lights or drives spinning up (except the green LED which was on before) Every time i hit the power button after that no sound, and no change.

After turning the PSU power off for a second (until the green LED turns off) and turning it back on it does the same thing again. I’m suspicious that there is a short somewhere. But I’m looking for input before i try anything else. This is all i have done. Troubleshooting steps?

I have another supply (350W Antec) to try. So I’m looking for a plan of attack.

NZXT 400W power supply (came with case)
ASUS M2N-E 570 mobo
Athlon 64 X2 4200+
Gemini II heatsink
2 GB RAM
2 80G drives in raid striping
4 120mm fans
2 DVD drives
Sapphire HD 2600 XT PCI-E video card
