New drive, no installed programs show

WinXP SP2 in a domain, Veritas Backup Exec backup software.

I had to replace a hard drive in a computer. Then I copied all of the file back from tape. No programs are shown under “All Programs”. But if I look at the drive, all of the required folders are there for the programs.

Is there a way for me to get Windows to ‘remember’ the installed programs?
