New File Monitoring and FTP

I have a need for detecting when a file is sent to me via ftp. I need to be able to perform an action on this file copy/move/del in an automated way. Preferably this would run as a service on a NT 4.0/2000 server. If you know of a utility that will do this please let me know. I have check Microsoft Technet and several NT resource web sites. Can not find anything that is small and runs as a service.
